Scholarships for Pakistani Students: Where to Start

Most students searching for scholarships in Pakistan start with the hardest options - major international awards with single-digit acceptance rates - and never find the domestic funding they were far more likely to receive. A better starting point is a map of what exists inside Pakistan, who runs it, and what each one actually asks for.
Domestic funding, by who pays for it
Federal government and HEC. The Higher Education Commission runs need-based scholarship programmes delivered through partner universities, indigenous PhD fellowships, and overseas scholarship schemes negotiated with partner countries. The need-based awards are applied for through your university's financial aid office once you are admitted, not directly to HEC.
Ehsaas Undergraduate Scholarship. A federal need-based programme delivered with HEC across a long list of public-sector universities, covering tuition and a living stipend for students from low-income households. Applications are made online during an announced window each academic year.
Provincial endowment funds. The Punjab Educational Endowment Fund (PEEF) is the largest, with awards for intermediate, undergraduate, and postgraduate students from Punjab, plus specific windows for students from other provinces at Punjab institutions. Sindh, Khyber Pakhtunkhwa, and Balochistan operate their own endowment and talent funds with comparable structures.
Institutional aid. This is the most overlooked category. LUMS runs the National Outreach Programme, which identifies high-performing students from low-income backgrounds at matric level and supports them through admission and the full degree. IBA Karachi, GIKI, NUST, FAST, Habib University, and Aga Khan University all operate need-based aid or interest-free loan schemes. The application usually accompanies or follows admission.
Charitable trusts and Zakat-funded programmes. The Pakistan Bait-ul-Mal educational schemes, university Zakat funds, the Hashoo Foundation, Aga Khan Foundation programmes, and a wide range of community and alumni trusts. These often have smaller applicant pools than the national schemes.
Employer and sector schemes. Armed forces educational schemes for dependants, WAPDA and railway employee welfare funds, and bank-sponsored programmes for staff children.
Merit-based or need-based: know which you are
The evidence required differs completely. Merit awards want transcripts, test scores, and position certificates. Need-based awards want a documented financial picture: parental income certificates or salary slips, a utility bill history, property or agricultural land documents, siblings' enrolment proof and their fee receipts, and often an affidavit on stamp paper. Need-based files are rejected more often for missing documents than for insufficient need, so assemble this folder before the window opens.
What a complete need-based file usually contains
- CNIC or B-Form of the student, and CNICs of both parents or the guardian
- Income certificate or salary slips for the earning members, or an affidavit of income where employment is informal
- Retirement or death certificate where a parent is deceased or retired
- Last six months of utility bills, and rent agreement if the family rents
- Fee receipts of siblings in education
- Bank statement for the household account, where requested
- Matriculation and intermediate marksheets, and the current university admission letter
Copy everything, scan everything at readable quality, and keep a single folder per application cycle. Most portals reject files above a size limit or in the wrong format, so prepare both a full-quality and a compressed set.
A realistic search routine
Check three sources in a fixed weekly rhythm rather than searching randomly. First, your own university's financial aid or student affairs page - this is where institutional aid and HEC need-based cycles are announced. Second, hec.gov.pk scholarships section and the relevant provincial endowment fund site. Third, the announcement pages of the trusts relevant to your district or community. Add each open call to a sheet with the awarding body, the eligibility line you satisfy, the deadline, the documents required, and the submission method.
Write the personal statement around one concrete constraint
Need-based committees read hundreds of statements about hardship. What distinguishes a strong one is specificity and forward direction. Name the constraint precisely - a father's retirement in a particular year, a family business that closed, the number of siblings in fee-paying education - state what you did to keep studying anyway, and state exactly what the award unlocks: the semester fee, the hostel charge, or the ability to stop tutoring twelve hours a week and raise your CGPA. Concrete numbers are more persuasive than adjectives.
Signals of a fraudulent scholarship offer
- An application or registration fee. Legitimate Pakistani scholarship programmes do not charge one.
- A guarantee of selection by an agent or consultancy.
- Payment requested to a personal Easypaisa, JazzCash, or individual bank account.
- Communication only through WhatsApp, from a personal Gmail address, or from a domain that imitates hec.gov.pk or a university.
- A request for your bank OTP or full account credentials.
Verify any offer on the awarding body's own website before responding, and report impersonation to the FIA cyber crime portal.
